Vietnam Pilot Management of Cryptocurrency: Moving Towards a Transparent and Effective Legal Framework
On March 20, Mr. Bui Hoang Hai – Deputy Chairman of the State Securities Commission – announced that the Ministry of Finance is coordinating with the Ministry of Public Security and the State Bank to develop a pilot management mechanism for cryptocurrency exchanges and digital assets.
The draft Resolution has been submitted to the Government with the aim of tightly controlling trading activities, minimizing risks, and enhancing the protection of the domestic financial market. Mr. Hai emphasized that piloting within a limited scope will help Vietnam keep pace with global trends while preventing illegal activities such as money laundering or financial fraud.
Not only stopping at domestic reforms, Vietnam is currently also cooperating with Singapore – one of the leading countries in digital assets – to learn from their model and experience in building an effective legal framework. Meanwhile, the lack of a clear legal definition of cryptocurrency in Vietnam remains a significant barrier to tax collection and transparent management.
If cryptocurrency is legally recognized, taxes such as VAT, personal income tax, and corporate tax could be applied, opening up significant revenue sources for the budget. At the same time, a complete legal framework will create a solid foundation to protect users and support businesses to thrive in this new field.
