After checking out this dude's rant, let me take a shot at guessing what went down.
The tax bureau's support team got an email, which they forwarded to the financial tax division. Then, the financial tax division passed it on to the special assets division, which also couldn't make heads or tails of it, so they asked the legal department for clarity. The legal team then sent it over to the rules drafting division, which went back to review all past documents.
During this whole mess, there might have been relevant responsible parties or executors who were on leave or out of the office.
This is just the reality in some places, something I've personally experienced.
