Star Xu, the founder and CEO of OKX, announced that the investment, with participation from HashKey Capital, will help CAEX meet the required capital threshold of 10 trillion VND (approximately $380 million) as mandated by Resolution 05/2025 for licensing. OKX and HashKey will also become strategic partners of CAEX, alongside founding partners VPBankS and LynkiD.
In addition to financial resources, OKX will assist CAEX in developing technology infrastructure, security, compliance, risk management, and liquidity, enabling the exchange to operate and scale under the pilot framework for digital asset trading platforms in Vietnam.
CAEX is one of 5 platforms that the Ministry of Finance has preliminarily approved to provide services for organizing the crypto asset trading market according to Resolution 05, along with VIXEX, LPEX, TCEX, and the digital asset exchange of Sun Group. However, as of now, these giants have yet to meet the charter capital requirement of 10 trillion VND to operate.
Moreover, according to the regulations of Resolution 05, at least 65% of the charter capital must be contributed by organizations, with at least 35% coming from at least 2 organizations such as banks, securities companies, fund management companies, insurance, or tech enterprises. The foreign ownership ratio of investors must not exceed 49% of the charter capital. The resolution also imposes strict requirements regarding the management team of the exchange, security measures, compliance with anti-money laundering regulations, transaction verification, and customer information.
Recently, the Ministry of Finance of Vietnam has also issued circulars guiding the taxation of digital assets, preparing for the piloting of the digital asset trading platform in the near future.
During the press conference reporting to the National Assembly on the situation regarding the implementation of the socio-economic development plan in the early months of 2026, the new Prime Minister Le Minh Hung set the goal for the data exchange platform, crypto assets, and digital assets to be piloted from Q3 this year, after the authorities review and supplement policies and development plans.
