Foresight News report, the Hainan Provincial Local Financial Regulatory Bureau issued a risk warning regarding illegal RWA transactions on March 19. Recently, relevant entities have been promoting under names such as "Hainan International Data Asset Exchange," "Hainan Data Exchange," and "Hainan Maritime Exchange," claiming to conduct RWA real-world asset and RDA real data asset businesses in compliance. Market entities, without approval, are conducting business in violation of regulations under the guise of trading venues, suspected of engaging in illegal financial activities and infringing upon public property safety.
Currently, there is no approval for the establishment of the "Hainan International Data Asset Exchange" within Hainan Province. Establishing trading venues in the province requires approval from the provincial government. Without approval from the competent authorities, market operators are not allowed to use terms like "exchange" or "trading center" in their registered names, nor can they engage in trading venue-related business activities. In addition, eight departments, including the People's Bank of China and the China Securities Regulatory Commission, jointly issued a notice (on further preventing and dealing with risks related to virtual currencies) that clearly states the principle of "strict prohibition domestically, strict regulation overseas" for RWA tokenization supervision, and emphasizes that engaging in RWA tokenization activities within the country, as well as providing related intermediary and information technology services, suspected of illegal token issuance, unauthorized public offering of securities, illegal operation of securities and futures business, illegal fundraising, and other illegal financial activities, should be prohibited.
