The decentralized governance organization Scroll DAO behind the Ethereum Layer 2 project Scroll has suspended operations after several leaders resigned and the group's direction became increasingly uncertain.

After a recent representative conference call, community representative Olimpio confirmed that governance would be paused. Proposals are still being made on the platform, but it is unclear how they will be handled.

'They don't want to say 'stop'/'dismantle' governance, they want to say 'pause',' Olimpio wrote on X, summarizing the discussion.

With the departure of senior members, governance is in a state of uncertainty.

This turmoil occurred after the departure of key figure Eugene Chen from the DAO leadership. In his farewell message, Chen cited 'recent attempts to minimize Scroll's governance' and disagreements with leadership as reasons for his resignation. He added that under the current direction, he could not 'sincerely remain at Scroll.'

Chen stated that his last day would be September 30, although he intends to advocate for the community before that.

He wrote: 'While it is currently unclear where Scroll's governance is headed, I do not intend to support efforts to minimize governance and slow or even stop the gradual decentralization of power.'

Another governance member, Jamilya K, expressed shock at the chaos and stated that she is still processing these changes. She urged community members to wait for the upcoming conference call for clearer answers.

'I joined this space back in 2016 because I saw it as a manifestation of resistance to the status quo,' she said, adding that building a DAO has been 'an incredible journey.'

With the governance paused, unfinished proposals remain unresolved.

This reorganization has put several active proposals in jeopardy. These include the formation of a governance committee, recognition of contributions for the period from May to December 2025, requests for financial management proposals, and time lock testing. Representatives debated whether such projects should still be honored after the suspension.

Scroll co-founder Shen Haichen told representatives that governance is being 'redesigned', but did not provide a clear timeline or roadmap.

Another team member, Raza, emphasized the importance of using 'pause' instead of 'stop', reflecting the uncertainty of whether governance will resume in its current form.

Representatives pointed out that the leadership has repeatedly used the term 'experiment', indicating a shift towards a more centralized or reorganized model. However, it remains unclear what processes will be followed or how much decision-making power the community will retain.

Scroll itself was founded by Ye Zhang, Sandy Peng, and Haichen Shen in 2021 and is one of the most discussed scalability solutions on Ethereum. It is built using zero-knowledge rollup technology, aimed at improving scalability and security by processing transactions off-chain, while preserving Ethereum's trust model.

Currently, governance activities remain frozen, with leaders requesting time to 'get everything sorted out.'
