In 2025, Vietnam is making tangible progress towards regulating digital currencies. The government has issued directives to the Prime Minister to task the Ministry of Finance and the Central Bank with preparing a legal framework by March–May governing trading, issuance, and investor protection. The launch of a trial cryptocurrency exchange within a "sandbox" in financial centers such as Hanoi and Da Nang is announced starting in March, with the final operations' commencement postponed to mid-2026. The legislation includes anti-money laundering controls and information and security guarantees. With around 17 million Vietnamese owning digital assets, the authorities see it as a means to enhance tax revenues and aspire towards a leading regional position in financial innovation.
