The Central Committee of the Communist Party of China and the State Council issued the "Overall Layout Plan for the Construction of Digital China" today. The "Plan" proposes that by 2025, a pattern of integrated promotion with horizontal connection, vertical connection and strong coordination will be basically formed, and the construction of Digital China will make important progress. Digital infrastructure will be efficiently connected, the scale and quality of data resources will be accelerated, the value of data elements will be effectively released, the quality and efficiency of digital economic development will be greatly enhanced, the level of digitalization and intelligence of government affairs will be significantly improved, the construction of digital culture will leap to a new level, the precision, inclusiveness and convenience of digital society will achieve remarkable results, the construction of digital ecological civilization will make positive progress, digital technology innovation will achieve major breakthroughs, application innovation will lead the world, digital security assurance capabilities will be comprehensively improved, the digital governance system will be more perfect, and international cooperation in the digital field will open up a new situation.

The plan also mentions accelerating the coordinated construction of 5G networks and gigabit optical networks, deepening the large-scale deployment and application of IPv6, promoting the comprehensive development of mobile Internet of Things, and vigorously promoting the large-scale application of Beidou. Cultivate and expand the core industries of the digital economy, study and formulate measures to promote the high-quality development of the digital industry, and create a digital industry cluster with international competitiveness.
