How I managed to advance in step 3 (in case it helps someone):
Since yesterday, I had been trying to advance in step 3, but I couldn't continue because I never received the verification email. What I did was simulate that I was going to change or update the password, and in that process, the system asked me to confirm the email address. I confirmed it, and after waiting for a while, I tried again to complete step 3. This time it let me advance, and finally, I received the verification email.
I share this in case someone else experiences the same issue and this solution might help.
