In the current era of rapid technological advancement, the field of artificial intelligence has become a focal point globally. Chinese companies are gradually coming to the forefront in this arena, with DeepSeek, an AI chatbot, causing a stir worldwide upon its launch. However, as its popularity surged, the hostility from the U.S. government has also become increasingly evident, recently taking legal measures to suppress it.
The new U.S. bill targets DeepSeek, classifying it as a crime!!
According to Gelonghui, the U.S. Congress recently proposed the (2025 U.S. AI Capability Decoupling from China Act), which prohibits Americans from assisting China in advancing AI and forbids Americans from downloading or using DeepSeek; otherwise, it will be classified as a crime, with a maximum sentence of 20 years in prison and a fine of $1 million.
The bill states that if U.S. individuals or companies cooperate with Chinese universities, colleges, or laboratories on AI matters, it may be illegal. Violating companies could face fines of up to $100 million. Additionally, non-U.S. citizens involved in technology transfer may face deportation.
This bill was proposed by Republican Senator Josh Hawley, who previously served as the Attorney General of Missouri and was involved in investigations into large tech companies suspected of interfering in elections, including investigations into Google and Facebook.

The success of DeepSeek has caused anxiety in the U.S.!
DeepSeek is a new generation AI chatbot developed by a Chinese AI company, similar to the U.S. ChatGPT, with natural language processing capabilities that can answer questions and generate creative content. It has rapidly risen to prominence, topping the App Store and Google Play rankings, attracting global users in just a few months, and has gained favor from American cloud service giants like Microsoft, Amazon, and Nvidia, all of whom have launched related services.

The success of DeepSeek has intensified pressure on the United States. The U.S. has always considered itself the leader in global technological innovation, but with China's breakthroughs in AI technologies such as natural language processing and machine learning, its 'technological hegemony' is under threat. Microsoft and OpenAI jointly accused DeepSeek of 'stealing' ChatGPT data, and the U.S. internet has launched malicious attacks against it. Various signs indicate that America's anxiety has transformed into actual actions, attempting to respond to challenges through restrictions and bans.
The new U.S. bill faces opposition from the majority!!!
The bill has sparked widespread attention, with many voices expressing opposition. Most critics believe that the legislators' motives are not purely based on national security or technological competition, but rather more about protecting the U.S. market. Therefore, the bill may be more about resisting China's technological development rather than addressing real security issues. Additionally, the severe punitive measures proposed in the bill, particularly the possibility of a 20-year prison sentence, are considered overly radical and may even face the risk of violating U.S. free market principles.

Currently, this bill is still in the proposal stage and has not yet been formally implemented. However, regardless of the final outcome, it cannot change the pace of China's technological development. Chinese AI companies will continue to grow amidst challenges, contributing more Chinese wisdom and strength to the development of the global AI industry.
