The new Federal Revenue Service regulation, in effect since January 1, has brought changes to the monitoring of financial transactions in Brazil, including operations carried out via Pix. Normative Instruction (IN) No. 2,219/24 determines that financial transactions exceeding R$$ 5 thousand, in the case of individuals, and R$$ 15 thousand, for companies, must be reported to the Federal Revenue Service.
The new regulation has generated a wave of misinformation and controversy on social media, especially after reports of establishments that have started asking for payments exclusively in cash to avoid the use of Pix, or adding fees depending on the payment method.
Both the Federal Revenue Service and members of the Lula government, including the president himself, have already stated that there will be no extra taxation for the use of Pix. On Monday (2/13), Robinson Barreirinhas, Secretary of the Federal Revenue Service, in an interview with G1, reinforced that the main objective is not to punish small business owners, but to bring more clarity and guidance for tax regularization.
We are not in a position to monitor millions of people who move low amounts. We want to automate this to guide taxpayers, such as opening an MEI, for example. It makes no sense to adopt repressive monitoring in these cases", he explained.
Experts consulted by PEGN say that the new measure tends to have a positive impact on small businesses, as it promotes greater formalization and transparency in the market.
