According to a court motion disclosed by Odaily Planet Daily, the U.S. government requested approval to use an alternative notification procedure to issue notices to people who may be harmed, especially victims of Bitcoin exchanges, informing them of their rights under the Criminal Victims Rights Act (CVRA), in which the U.S. government said that Bitfinex may be the "only victim" of the BTC seized in the 2016 hacker attack. According to the definitions of CVRA and the Mandatory Criminal Victims Compensation Act (MVRA), no other person or entity meets the definition of a criminal victim except Bitfinex, which may be a victim. However, the U.S. government, out of caution, still wants to notify all people who may be harmed, including Bitfinex account holders, whose accounts were devalued after the 2016 hacker attack. Therefore, the U.S. government proposed to use the Department of Justice's large case website and a dedicated case website to notify potential victims and provide them with the opportunity to submit a statement of their possible harm.
