3. French regulators believe DeFi is “disintermediated” rather than “decentralized”
Golden Finance reported that on October 12, the Prudential Regulation Authority (ACPR), a regulator under the French central bank, released a summary of the public consultation on the regulatory framework for decentralized finance. According to the summary, the "overwhelming majority" of respondents advocated that DeFi should continue to be deployed on public blockchains rather than private or permissioned blockchains. However, they acknowledged that these blockchains need to be audited regularly. Proposals to regulate intermediaries and certify smart contracts also received broad consensus. In short, ACPR believes that it is "wise" to develop rules for smart contract certification, define governance to protect DeFi customers, and develop measures to support DeFi blockchain infrastructure. On October 11, the European Securities and Markets Authority (ESMA) also participated in the discussion on DeFi. In a 22-page report, ESMA acknowledged the benefits promised by DeFi, such as greater financial inclusion, the development of innovative financial products, and increased speed, security and cost of financial transactions, while also highlighting its "significant risks."
