Arbitrum Security Council Intervenes: $30M in Stolen Binance Funds Moved Without Attacker’s Key
The Arbitrum Security Council executed an emergency intervention to seize approximately $30 million in cryptocurrency (over 8,425 ETH and 74.5 million ARB) linked to the recent Binance exploit. The funds were transferred into a secure holding address without requiring the attacker’s private key or signature.
How it happened:
Emergency Multsig Threshold: With approval from 9 of its 12 council members, the council temporarily modified the core "Inbox" smart contract to bypass standard transaction verification and initiate the transfer. The contract was immediately restored to its original state once the transaction settled.
Decentralization Debate: While the intervention shielded assets from being laundered, the unilateral override has renewed discussions over the extent of admin powers and whether user fund autonomy is compromised during emergency actions.
What’s next?
The seized assets are locked in an intermediary holding address and can only be transferred or returned via an ArbitrumDAO governance vote. A similar mechanism was deployed following the KelpDAO exploit in April, which resulted in weeks of legal and governance bottlenecks before any tokens were released.
Is emergency governance intervention a necessary safeguard for DeFi, or does it push Layer-2 networks too close to centralization?
