That’s the whole point, L1s build the rails and builders ship the products on top. Launching infrastructure does not automatically create an ecosystem around it.
$ARB became much more important when developers stopped treating it as scaling technology and started creating businesses that happened to run on it. $XRP is still growing their ecosystem.
The same transition is what I watch for with newer networks.

That matters because developer documentation gets people experimenting.
