More than 2 million people are involved in the scheme, with the drops themselves being used for crypto operations, online casinos, and evasion of tax restrictions against the backdrop of delayed regulation.

Foreigners play a separate role, opening accounts in the Russian Federation and transferring cards to third parties, forming the infrastructure of a parallel financial market.
