Here are the actual rules:

⚡ Day 1: 2× trading-volume multiplier
📈 Rankings are based on DEBIT purchase volume
But here's what caught my attention:
⚠️ THE REWARD CAN ENCOURAGE OVERTRADING
Only purchases count toward the competition.
Selling doesn't count.
So don't look at the $200K headline and assume you're getting free money.
You could end up spending much more on trading, slippage and price volatility than the reward you eventually receive.
And because this is an Alpha token, the underlying asset itself can be highly volatile.

I'm not going to call DEBIT halal just because Binance is promoting a competition.
Before participating, I'd want to understand:
• What exactly is Teller?
• What does DEBIT represent?
• Does the protocol involve lending or interest?
• How does it generate revenue?
• What are the tokenomics and unlocks?
• What exactly are you buying when you trade DEBIT?
A reward campaign doesn't change the underlying Shariah considerations.
My advice: research the asset first, then decide whether the competition is worth the risk.
