The development comes alongside a new sustained throughput record of more than 211 transactions per second across 100 consecutive blocks, according to blockchain data cited by recent reports. Protocol 28 focuses heavily on improving the experience of developers building smart contracts on Stellar. Its three major changes are CAP-83, CAP-85 and CAP-86. CAP-85 allows multiple Soroban contracts to reference an externally managed executable. This means developers can update a shared contract implementation atomically rather than upgrading every individual contract separately. CAP-86 introduces sparse-map functionality intended to make contract-data migrations easier as applications evolve. CAP-83 also changes how validators can handle transaction sets during consensus. Stellar says the improvement is designed to allow consensus to continue when transaction data is delayed or invalid. The 211+ TPS figure should be viewed separately from the protocol upgrade itself. Stellar is gradually enabling parallel transaction-set downloading, while Protocol 28 provides infrastructure intended to support heavier workloads.
