Russia launched a large-scale missile attack on Kyiv overnight after U.S. envoy Steve Witkoff and Russian President Vladimir Putin failed to make substantive progress toward ending the war in Ukraine. According to Sina Finance, more than 20 ballistic missiles struck the Ukrainian capital from late Wednesday into early Thursday, and repeated explosions sent residents rushing to shelters.

Ukraine’s emergency services said Thursday that at least one person was killed and 22 others were injured. Kyiv Mayor Vitali Klitschko said the attack damaged an ambulance station and subway infrastructure near the Southern Bridge, a major crossing over the Dnieper River. Authorities recorded damage in six city districts, and local media reported that a shopping mall was destroyed.

Before traveling to St. Petersburg, Witkoff met Ukrainian President Volodymyr Zelensky and several European leaders in Oslo as part of renewed diplomatic efforts. He met Putin on Wednesday and described him as a “humanitarian.”

Zelensky told reporters late Wednesday that Ukraine had received feedback and that Ukraine, Russia and the United States had agreed to resume trilateral talks, which had been suspended since the war in Iran began earlier this year. He said the parties hoped their negotiating teams could meet in early November, but no date had been set.

This week’s talks produced no concrete progress. Kyiv had been seeking an energy ceasefire to stop Russian attacks on Ukrainian power plants and energy infrastructure ahead of winter. Trump has also repeatedly urged Ukraine to stop attacking Russian oil refineries and terminals.
