Russian President Vladimir Putin said it is not possible to resume talks with Ukraine at present, according to Russian presidential aide Yuri Ushakov, who briefed reporters early on the 10th local time. According to Odaily, Ushakov said Putin outlined measures Russia has taken in response to attacks by Ukraine's armed forces and said Ukraine had tried to disrupt Russia's State Duma elections and carry out attacks on civilians.
Putin also said Ukraine's attempts to stop Russian forces from advancing had no prospect of success and that Russian troops currently hold the battlefield initiative and are continuing to move forward. He said the Ukrainian position, especially its attempt to disrupt the State Duma elections, made an immediate return to negotiations impossible. U.S. President Donald Trump has instructed that Putin's message from the call be conveyed to the Ukrainian delegation. Ushakov added that the two sides have not yet discussed any specific plans for a bilateral meeting between Putin and Trump.
