According to Sina Finance, Kremlin spokesman Dmitry Peskov said there are currently no preconditions for peace talks to resolve the Russia-Ukraine conflict, but Russia remains open to negotiations. Peskov said Ukraine's continued militarization and what he called Kyiv's "terrorist" activities are still ongoing, and that a meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky before expert-level work begins would be "a waste of time."
