The Russian Ministry of Finance warns: owners of stablecoins through Russian infrastructure may suffer losses if a foreign issuer freezes assets.
Deputy Finance Minister Ivan Chebeskov specifically mentioned USDT and USDC ā the issuer can block a wallet if it deems it linked to a Russian citizen or company.

⢠around 20 million cryptocurrency users
⢠about 3.7 trillion rubles (~$44 billion) in crypto assets
⢠about 50 billion rubles in transactions every day
Against this backdrop, Russia is building a new regulated crypto infrastructure: exchanges and digital depositories will have to process investorsā transactions. The law regulating the circulation of cryptocurrencies entered into force on September 1, 2026.
The main question now is ā who is responsible if a foreign issuer freezes stablecoins: the investor or the Russian intermediary?
