Binance has just signed three memorandums of understanding with Kazakhstan agencies to develop digital payment infrastructure, research a national stablecoin, and expand crypto assets in investment.
The Binance crypto asset trading platform has just signed memorandums of understanding (MoUs) with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, the National Bank of Kazakhstan, and the Astana International Financial Centre (AIFC). These agreements cover three closely interconnected areas, including crypto assets, payment infrastructure, and investment instruments, marking a new step forward in cooperation between Binance and this Central Asian country.
Under the minutes signed with the Ministry of Artificial Intelligence and Digital Development, the two sides plan to expand cooperation on crypto assets, computing infrastructure, and innovative payment solutions, including researching the possibility of issuing stablecoins in Kazakhstan, building payment and settlement infrastructure using crypto assets, and completing the legal framework on taxes and justice.
Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev said Kazakhstan is transitioning from the stage of building a legal framework to implementing real-world infrastructure for the crypto assets market.
With Kazakhstan’s National Bank, Binance aims to develop digital payment infrastructure to make the country a regional FinTech hub, including the ability to put some of Binance’s regional activities and infrastructure into operation here. The two sides have drawn up a phased implementation roadmap, from completing licensing procedures to launching new payment products. Deputy Governor Binur Zhalenov emphasized that the goal is to develop innovation while maintaining stability in the financial system.
The third agreement with AIFC focuses on expanding the Tax Residency Program for Investors into the field of crypto assets, while also studying the potential to integrate crypto assets into the country’s investment infrastructure. AIFC Governor Renat Bekturov assessed this as a new development step that provides additional investment tools in a tightly regulated environment.
Binance Kazakhstan CEO Nurkhat Kushimov said the company views Kazakhstan as one of the region’s digital finance growth hubs, and that three agreements will create a unified foundation for rolling out new products, attracting international capital, and developing technology infrastructure.
The legal roadmap for the legalization of crypto assets in Kazakhstan
This move follows Kazakhstan’s roadmap for legalizing crypto assets announced since April 2025, including the establishment of a state crypto-asset fund, piloting a national stablecoin, approving the issuance of crypto-asset cards, issuing a comprehensive regulatory framework in January 2026, and a presidential decree issued in July to expand the digital financial ecosystem, with tax incentives and investment in payment infrastructure.
