2. Consensus members: 200u minimum. Those who meet their targets can receive WHTC rewards worth 40u
3. Four major communities: 5,000u per community. Total: 20,000u
4. Ground market: 500u minimum per person. Those who meet their targets can receive WHTC rewards worth 100u. Total: 20,000u
5. Wote Foundation: 10,000u
6. Market cap management: 50,000u
7. Institutions: 50,000u
8. Ecosystem partners: 8,000u
