Binance, the world's leading blockchain ecosystem and cryptocurrency infrastructure provider, and the National Bank of Kazakhstan today presented a bilateral report on the state of the digital asset and DeFi industry in Central Asia. The presentation of the report took place within the framework of the Digital Almaty 2023 forum.
The presentation of the report was attended by Binur Zhalenov, Chairman of the Center for the Development of Payment and Financial Technologies of the National Bank, Olga Goncharova, Director of Government Relations at Binance in the CIS, and Zhaslan Madiev, General Manager of Binance in Kazakhstan.
The joint report provides analysis of cryptocurrency adoption, overall DeFi trends, and the local digital asset industry. The report also includes an overview of the regulatory framework of the CIS countries and the main market trends that require careful regulatory control.
Key market trends that require careful regulatory oversight are investments in skills and technology to understand the challenges/opportunities of the DeFi segment. The report also highlights trends such as the provenance of data used by oracles to support smart contracts and irrational user behavior.
In the study, Binance and the National Bank of Kazakhstan were able to identify key issues that commonly arise in the crypto space. From an assessment of knowledge gaps on decentralization to a review of various jurisdictions where the challenges described have been successfully overcome.
“Traditional and decentralized finance must develop together, since it is joint development that will ensure the best accessibility of financial infrastructure for users. Together, they aim to meet consumer demand for more inclusive, lower-cost, convenient and faster experiences. In collaboration with the industry and traditional financial intermediaries, regulators should define common approaches to regulating DeFi. Regulation must be flexible to meet the innovation potential of the industry, with an emphasis on transparency, effective governance and the possibility of regulatory accountability,” said Olga Goncharova, Binance CIS Director of Government Affairs.
“We believe in the power of blockchain technologies and the potential of Kazakhstan in this new interesting market, so we see many opportunities from the synergy of traditional and decentralized finance, regulators and the market. We strive to create a healthy, balanced regulatory environment for cryptocurrencies and digital assets, where, on the one hand, their innovative potential is ensured, and on the other hand, consumer rights are protected and macro-financial stability is maintained. We hope that the report will become the basis for joint work between regulators and the market in the field of blockchain and decentralized finance,” said Binur Zhalenov, Chairman of the Center for the Development of Payment and Financial Technologies of the National Bank.
The joint report also highlights the importance of financial and digital literacy to reduce consumer protection risks. There is also a focus on developing regulatory and law enforcement expertise to build appropriate capacity for regulatory development and ongoing oversight.
Binance CEO and co-founder Changpeng Zhao (CZ) in his welcoming speech to the report audience noted: “As we look at the world, we understand that Kazakhstan has great potential to become a regional crypto hub. The project to introduce the digital tenge is one of the most advanced in terms of CBDC development in the world. Binance is pleased to collaborate with the National Bank on further testing the integration of CBDC on BNB Chain technology. We hope this will help bring the traditional financial sector and the crypto ecosystem closer together.”
