Zhuo Xiaoye, Deputy Secretary for Security of Hong Kong, said that the power given to the Customs by the current law is mainly to monitor money changers. Since virtual currency is not a legal tender, the Customs has no right to regulate it. As for how to regulate virtual currency and virtual assets in the future, the government and relevant regulatory agencies are continuously reviewing the development of the situation and continuing to improve the regulatory mechanism.
