Canada has just proposed rules that change how stablecoin holders redeem their funds.
Fact: Canada’s draft Stablecoin Regulations were published in the Canada Gazette on Oct. 24, 2026: covered retail holders can redeem directly with the issuer with no minimum amount, be paid within a maximum of 3 business days, and pay fees capped at 1%. This is still a proposal — public comments are open until Dec. 23, 2026, and implementation is targeted for fall 2027.
My take: This is about the right to exit, not the price. Using an exchange is convenient, but direct redemption with the issuer may not be available to all holders, especially small holders. If these rules are adopted, there will be clear certainty: funds are returned at face value, with a clear fee cap. For USDC holders, redemption at par means being paid in U.S. dollars.
What I’m watching: the consultation results through December and any changes to major issuers’ redemption terms.
Should other countries adopt this too, or would that just constrain issuers?
This is my analysis, not financial advice — always DYOR.
