Richard is a seasoned senior leader with over three decades of experience in the financial and legal services industry. Richard joined Binance in August 2021 as CEO of Binance Singapore.

Soon after, he took on positions managing the MENA region, the Europe region, and eventually all regions outside the United States as Binance's Regional Market Manager. While in this position, he led regional teams to achieve strategic partnerships, foster innovation ecosystems, and expand the cryptocurrency ecosystem in their respective regions.

In November 2023, Richard became the successor as CEO of Binance from Changpeng Zhao.

Before joining Binance, Richard was the CEO of the Abu Dhabi Global Market (ADGM) Financial Services Regulatory Authority, where he demonstrated his ability to make ADGM one of the leading regulators in the world. The world's leading modern management.

Richard brings extensive experience, having previously held positions such as Managing Director of Regulatory Compliance at the Singapore Exchange (SGX) and Director of Corporate Finance at the Monetary Authority of Singapore. Richard received a Master of Applied Finance (Class 1) from the University of Western Australia and a Bachelor of Accounting (Class 1) from Nanyang Technological University.
