He suggested that the United States should stockpile Bitcoin as a weapon of self-defense. Lowery pointed out that Bitcoin's proof-of-work system can serve as a channel for power competition in the cyber field, and this competition is less destructive. This competition plays a role similar to chess competitions and the Olympics during the Cold War. Lowery called on the United States to stockpile Bitcoin and cultivate a domestic Bitcoin mining industry. It also called for the extension of the protection of the Second Amendment to the technology, treating it as a weapon of self-defense. In February 2019, U.S. President Trump asked the Department of Defense to draft a bill to form a space force.
