On July 17, 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance (2026 WAIC) opened in Shanghai. Co-hosted by central agencies including the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and by the Shanghai Municipal People’s Government, this conference brings together representatives from governments, industry, academia, research institutions, and other sectors around the world to discuss innovative development in AI and global governance.
At the main forum, the National Development and Reform Commission, together with relevant departments, released the (China’s Wisdom, Benefit the World (2026)) case collection. WeRide, a globally leading autonomous driving technology company (NASDAQ: WRD, HKEX: 0800), was selected for its practical project on taking autonomous driving overseas to the UAE among the top ten international cooperation cases for AI technologies and products in (China’s Wisdom, Benefit the World (2026)), and it became the only autonomous driving company among them.

At the main forum of the conference, leaders including Liu Lihong, Director of the National Data Bureau (left 1), Zhang Guangjun, Vice Minister of Science and Technology (left 2), Huang Ru, Vice Chairman of the National Development and Reform Commission and an academician of the Chinese Academy of Sciences (left 3), Shen Haixiong, Vice Minister of the Publicity Department and Director of the China Media Group (right 3), Xu Qingsen, Vice Minister of Education (right 2), and Ke Jixin, Vice Minister of Industry and Information Technology (right 1) announced the release of the case collection (China Zhihui·Benefit the World (2026)) at the venue.
Since 2024, the National Development and Reform Commission has released the (China Zhihui·Benefit the World) case collection for three consecutive years, selecting AI international cooperation projects with real effectiveness and demonstrative significance. This year’s selected top ten cases cover broader regions and countries, focusing on richer “AI+” cooperation scenarios. They collectively showcase how Chinese artificial intelligence is deeply integrated with the practical needs of countries around the world, demonstrating China’s wisdom and solutions in enabling global development through Chinese AI.
This also echoes the main theme of the 2026 WAIC in promoting global AI collaboration. On July 16, on the eve of the opening of the conference, the World Artificial Intelligence Cooperation Organization was established in Shanghai. Twenty-nine countries became founding member states, setting up a long-term multilateral cooperation mechanism to promote international cooperation in artificial intelligence and global governance.
A representative aspect of WeRide’s overseas expansion project in the UAE is that China’s L4 autonomous driving technology genuinely enters overseas cities’ transportation systems, providing a benchmark practice for using China’s AI to help upgrade local transportation. This selection reflects not only the project’s operational results and demonstration value in the local area, but also showcases China’s leading capability in autonomous driving participation in global industry cooperation.

Today, WeRide’s Robotaxi has achieved fully driverless commercial operations in Abu Dhabi and Dubai, two key emirates. Local users can call the Robotaxi service with one tap through the Uber platform, and WeRide has thereby become the only company outside the United States offering fully driverless Robotaxi services on the Uber platform.
WeRide’s normalized Robotaxi operations provide practical support for improving traffic efficiency in the UAE and advancing the transition to smart transportation. Dubai plans to have 25% of transportation trips completed by autonomous driving by 2030, while Abu Dhabi plans to raise the share of autonomous driving trips to 25% by 2040. Clear city development targets also impose higher requirements on the safety, stability, and continuous operation capabilities of autonomous driving technology.
As early as 2021, WeRide was the first to launch public Robotaxi operations in Abu Dhabi, becoming one of the first autonomous driving companies to be deployed in the UAE, and maintaining a strategic first-mover advantage for four years. Long-term operational accumulation and mature technical capabilities have helped WeRide obtain regulatory approvals in succession. In 2023, the company received the UAE’s first national-level all-vehicle autonomous driving license. In December 2024, WeRide and Uber launched the largest Robotaxi commercial operation service in Abu Dhabi beyond China, the U.S., and Mexico, further expanding the scale of autonomous driving applications in local public transportation.

Over the past year, the company’s large-scale autonomous driving operations in the UAE have entered an acceleration phase. In October 2025, WeRide officially entered the UAE’s third emirate, Ras Al Khaimah, and kicked off Robotaxi trial operations. In November of the same year, WeRide obtained the world’s first city-level L4 autonomous driving commercialization license outside the United States, and launched the Middle East’s first fully driverless Robotaxi operation service in Abu Dhabi. At present, the service area of WeRide’s Robotaxi covers about 70% of Abu Dhabi’s core areas. In December 2025, WeRide’s Robotaxi launched public operations in Dubai, and in February 2026 it began fully driverless commercial operations.

Represented by the UAE project, WeRide has formed global capabilities covering technology adaptation, regulatory access, and commercial operations. These capabilities enable autonomous driving to integrate into the urban transportation systems of different markets. Currently, the company’s autonomous driving products have been deployed in 12 countries and more than 40 cities. Its products hold autonomous driving licenses in eight countries, and its global L4 fleet exceeds 3,000 vehicles.
Beyond the United Arab Emirates, WeRide has also launched public Robotaxi operations in Riyadh and Singapore, and further expanded into cities such as Madrid, Spain and Zurich, Switzerland, continuously broadening its global layout across multiple regions, products, and scenarios.
Looking ahead, WeRide will continue to promote the large-scale deployment of autonomous driving in cities worldwide. By delivering safe, stable, and sustainable operation services to upgrade local transportation, it will help Chinese AI create ongoing value in the real world, providing more practical examples for technology enablement for the public and a win-win model through cooperation.
