According to Cointelegraph, on September 8, two U.S. senators launched a bipartisan blueprint for artificial intelligence (AI) legislation. The plan proposed by Senators Richard Blumenthal (D-Conn.) and Josh Hawley (R-Mo.) advocates for compulsory licensing of AI companies and makes it clear that technical liability protection will not exempt these companies from legal action. The framework proposes that an independent regulator be responsible for creating a licensing system that requires AI model developers to register with the regulatory entity. In addition, the framework proposes that Congress should make it clear that Section 230 of the Communications Standards Act does not apply to AI applications. Other parts of the framework advocate corporate transparency, consumer and child protection, and national security guarantees.
