Venezuelan air transportation returned to the center of the regional discussion. Rafael Echevarne, head of the Latin America and the Caribbean office of the International Airports Council (ACI-LAC), said the country has real room to grow in the sector, but he conditioned that leap on a requirement that sounds familiar in the national economy: clear rules and legal certainty for whoever is willing to put up the money.

Echevarne said that the Simón Bolívar airport, in La Guaira, and the Santiago Mariño airport, in Nueva Esparta, have sufficiently robust economic grounds to be attractive to operators in the region and even from outside it. Both are under the administration of Bolivariana de Aeropuertos (BAER), which immediately raises the uncomfortable question: is the State willing to share the operation through concessions, or will it keep control and end up without investment?
