Binance has reopened withdrawals for HYPE and APT. But will investors see this as a reason to accumulate, or an opportunity to move their holdings out of the exchange?

On November 8, 2026, Binance announced that withdrawals for Hyperliquid (HYPE) and Aptos (APT) had been re-enabled. The announcement also listed dozens of previously restored assets across Ethereum and Solana networks.

For investors, this is another step in Binance's recovery following its October 29 security incident. More importantly, it creates an opportunity to examine whether exchange confidence, token liquidity and underlying network activity are moving in the same direction.

One distinction matters: restored withdrawals are a positive operational signal, but they are not proof of renewed buying demand.

Binance Recovery: What Has Actually Changed?

According to Binance's official November 8 announcement, HYPE and APT are the newest additions to its restored withdrawal services.

The previously enabled Ethereum assets include RLUSD, USD1, TUSD, FDUSD, ENA, USDE, PENDLE, WLD, QNT, SHIB, ZRO, FET, ONDO, SKY, LINK and ETHFI, among others.

On Solana, the restored list includes USD1, PUMP, FDUSD, RENDER, RAY, TRUMP, PENGU, JUP, PYTH, BONK, WIF, JTO and ORCA.

Binance says additional assets and networks will be restored in phases as security checks are completed. The announcement does not establish that every withdrawal route has returned to normal, so users should verify the specific network before transferring funds.

The broader recovery figures also deserve attention.

In its November 3 incident report, Binance disclosed that approximately $6.34 billion in digital assets had been affected. Around $2.85 billion had been frozen or intercepted, subject to reconciliation and market price changes.

Binance's November 4 Recovery Update #7 stated that approximately 98% of affected assets had been replenished, with the remaining assets being acquired through market and OTC channels.

These are Binance-reported figures, not independent confirmation that all exchange-security risks have disappeared.

HYPE: Protocol Revenue Is the More Important Signal

$HYPE has a stronger economic connection to its underlying trading platform than many speculative tokens.

Hyperliquid generates revenue through trading activity, particularly its perpetual futures ecosystem. Its Assistance Fund provides a direct connection between protocol fees and HYPE purchases.

According to Hyperliquid-related SEC filing disclosures, 99% of protocol-generated fees are allocated to the Assistance Fund.

The same filing reports that 47.1 million HYPE had been acquired and permanently removed from circulation as of September 8, 2026.

This is an important part of the HYPE investment thesis.

Higher protocol activity can generate more fees, potentially increasing the amount of HYPE purchased through the Assistance Fund.

However, the mechanism does not guarantee price appreciation. Market demand, circulating supply, liquidity and investor positioning still determine how the token trades.

I would monitor four indicators:

Perpetual futures volume and open interest.

Protocol fees and Assistance Fund purchases.

Funding rates and liquidation activity.

Exchange netflows and spot-market demand.

If spot demand increases alongside protocol revenue, HYPE's market structure could become more constructive.

But rising open interest without stronger spot participation may simply reflect leveraged speculation.

APT: The Supply-Demand Equation Needs Attention

Aptos presents a different investment case.

Its long-term potential depends on network adoption, application activity, transaction fees and token economics.

The Aptos official supply dashboard, last updated November 8, reports approximately 1.2 billion APT in total supply, against a maximum supply of 2.1 billion.

The dashboard also reports:

Monthly staking emissions: 1.6 million APT.

Monthly token burns: 175,239 APT.

Estimated net new supply: 1.4 million APT.

Annualized staking reward rate: 2.6%.

These figures reveal a supply-side challenge.

New APT entering circulation through staking rewards currently exceeds the amount removed through transaction-fee burns.

The same dashboard reports approximately 7 million transactions over the previous day and $127,550 in transaction fees over the preceding 30 days.

That provides a more useful picture than simply looking at transaction counts.

Network activity is encouraging, but investors still need to assess whether that activity generates enough economic demand to offset token emissions.

If adoption accelerates while net supply pressure declines, APT's investment thesis becomes stronger.

If emissions continue substantially exceeding burns, the token may face persistent dilution pressure.

What Does Restored Withdrawal Access Mean for Liquidity?

The next important question concerns capital movement.

When withdrawals are restricted, users have fewer options for moving their assets into self-custody, DeFi protocols or other exchanges.

Once withdrawals resume, those options return.

But the direction of capital movement matters more than the reopening itself.

Large exchange outflows can indicate investors moving assets into private wallets. They can also represent transfers into staking or DeFi applications.

Conversely, renewed exchange inflows may indicate that holders are preparing to sell.

This is why exchange netflows should be examined alongside spot volume, wallet concentration and derivatives positioning.

For HYPE, stronger spot demand combined with rising protocol fees would support a constructive outlook.

For APT, improving network economics and a better balance between emissions and burns would be more convincing.

The withdrawal announcement alone cannot establish either condition.

Bullish and Bearish Scenarios

The bullish case

Binance continues restoring services without further disruption. Exchange confidence improves, liquidity normalizes and investors begin allocating capital toward assets with measurable economic activity.

HYPE could benefit from its fee-linked acquisition mechanism and continued derivatives activity.

$APT could attract renewed interest if network adoption strengthens and supply-side pressure gradually improves.

The bearish case

Restored access could give existing holders an opportunity to move assets toward selling venues.

HYPE could weaken if protocol revenue declines, leveraged positions become excessive or spot demand remains limited.

APT could face continued pressure if staking emissions remain substantially higher than token burns.

A broader crypto-market liquidity contraction or renewed exchange-security concerns could also reverse the positive sentiment.

These scenarios depend on future data. They are not confirmed outcomes.

The Signals Worth Watching

I would not buy either token simply because Binance has reopened withdrawals.

For HYPE, I would prioritize protocol fees, Assistance Fund activity, spot volume and open interest.

For APT, I would focus on active network usage, transaction-fee generation, staking emissions and token burns.

For both assets, exchange netflows can help identify whether capital is accumulating, moving into self-custody or preparing to exit.

The next few trading sessions should provide a clearer picture of whether restored access translates into actual market demand.

Binance has restored another part of its withdrawal infrastructure. Now the real test is whether HYPE and APT can attract sustained spot demand rather than temporary speculative interest.

Which token has the stronger investment setup right now: HYPE, with its fee-driven token acquisition mechanism, or APT, with its long-term network adoption potential? Share your reasoning in the comments.
