Russia just put $BTC, $ETH, and USDT on a retail shopping list — with a hard cap.
The Bank of Russia published the ordinance on Nov 6. From Nov 17, non-qualified investors can buy those three assets through brokers and crypto intermediaries. Cap: ₽300,000 per year per intermediary (roughly $3,700). Everyone still needs a risk test first. Moscow Exchange aims to open crypto trading on Dec 1.
Hard facts while spot sits near $76K:
- Only three coins cleared the liquidity screen (market cap, volume, 5+ years of price history)
- Qualified investors get no purchase limit
- Domestic payments with crypto stay banned; this is investment access, not a payment green light
My take: this is controlled onboarding, not a free-for-all. A $3.7K yearly purse will not move global spot alone. What matters is the signal — a major economy is routing retail demand into regulated BTC/ETH rails instead of pretending crypto does not exist.
