Good progress from Binance today. Recovery Update #3 says 90% of the stolen assets are now replenished, and BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC are fully backed at 100%. The SAFU fund transfer of 7,499 BTC is complete, and a new Proof of Reserves snapshot is live.

Binance's words: users will not bear the financial impact. Next milestone is withdrawals, targeted for Sunday, 1 November.
