$LIT is ~$3.74 at 11:16 ICT Oct 22 (OKX spot, +10% in 24h, ~$24.6M volume). It wicked to $3.99 overnight, got sold, and is now sitting on the $3.68–3.74 shelf. Here is my plan without chasing.
🔥 What's moving it
• US license plan. On its Q3 investor call (Oct 21), Lighter said it plans to apply for a US derivatives license with the CFTC in November 2026, after ~11 months of talks with regulators. That is a plan to file. Nothing is filed or approved yet.
• New product live. BTC/ETH binary options launched on Lighter Core on Oct 19: 15-minute Up/Down markets, 1 USDC per winning share, fully collateralized, no leverage, no liquidations.
• Dev pipeline. A public EVM devnet opened Oct 16. Developers are onboarded in waves and proofs are still mocked. It is a devnet, not mainnet.
📊 Daily (1D)

Big picture: LIT topped at $5.58 on Sept 24, then bled ~49% to $2.83 (Oct 18 low).
Oct 21: $3.39 → $3.77 (+11%) on ~$22M volume, about 1.9x the 20-day average.
That was the first daily close above the daily EMA50 (~$3.68) since Oct 5, and above the EMA20 (~$3.55) since Sept 27.
Wilder RSI(14) ~53: neutral, room to run.
Weak spot: $3.92–3.99 is the Oct 12 high (that day closed at $3.38). Sellers already defended it once.
⏱️ 4H

The breakout candle came at 23:00 ICT Oct 21: $3.47 → $3.94 on ~$10M, the biggest 4H volume since Sept 30.
Then the push into $3.92–3.99: 03:00 ICT wick to $3.989, 07:00 ICT lower high at $3.92. Both sold.
Now back at $3.68–3.74, where today's lows ($3.716 / $3.742) meet the daily EMA50.
Wilder RSI(14) ~68, hot but cooling. 4H EMA20/50 sit lower at ~$3.43 / ~$3.33, right under the breakout base.
🎯 Bull / bear levels
• Bid: $3.68–3.74 (small size, price is here now)
• Add: $3.44–3.49 (Oct 21 breakout base)
• TP1: $3.92–3.99 (trim, ~0.7–1.0R from $3.71)
• TP2: $4.07–4.14 (Oct 5–6 highs, ~1.2–1.5R; ~2.9–3.3R if the add fills)
• Out: 4H close below $3.43 (breakout failed)
• Bull trigger: a 4H close above $3.99 flips the ceiling and opens $4.07–4.14.
• Bear case: lose $3.43 and the $3.01–3.07 Oct 19–20 lows are back in play.
Honest math: the stop is ~7.8% under the shelf, so the R:R at $3.71 is thin. The better trade is the add zone.
💭 My take
The license news is a plan with a date, not an approval. Traders bought the headline into $3.99 and that is where they sold. So I keep the shelf bid small and save most size for a retest of $3.44–3.49, where the R:R is far better. If the shelf breaks and the base holds, fine. If it rips through $3.99 on a 4H close, I re-plan for the breakout. My plan is wrong below $3.43.
Where are you bidding $LIT: the $3.68 shelf, the $3.44–3.49 base, or only after a 4H close above $3.99? 👇
