CFTC Chairman Michael Selig says crypto exchanges offering retail leverage or margin must be federally registered with the CFTC. State-licensed platforms can remain spot exchanges, but state money-transmission licenses alone don’t authorize leveraged trading.
And the offshore-style 100x leverage traders are used to? Selig says that has never been permitted in regulated U.S. markets — "and this will be no different."
