The Commodity Futures Trading Commission has submitted two proposed rules on event contracts for White House review. One would bring event contracts under the regulatory definition of swaps; the other would assert that they are not connected to gambling. The proposals could challenge states' claims that they can regulate sports-related contracts as gambling. A recent federal court ruling found that Kalshi's sports-related contracts are not swaps and are subject to state gambling rules.
