$BTC Washington leads because a 28 to 21 vote gave a federal Bitcoin reserve its first real step through Congress. The bill, H.R. 8957, would keep Bitcoin seized by the government in a reserve for at least 20 years, and until now the reserve rested only on a 2025 order from the president, which the next one could undo. A law is much harder to reverse, and that difference matters.

The bill still needs a full House vote and the Senate, but the direction is clear. The people who write the laws now want to hold Bitcoin, not ban it, and that kind of signal sends fresh money into the entire market. The sharpest of that money always looks for the smallest coin with the biggest setup ahead of it, because that is where the returns live that make the rest of the portfolio look like a rounding error.
