The obvious narrative is that a major U.S. crypto bill hitting a Senate roadblock should immediately translate into a broader market risk-off event.
But the market is telling a more complicated story.
The Senate procedural vote failed 49–50, short of the 60 votes required to advance the bill. Coinbase CEO Brian Armstrong is now disputing claims that Coinbase caused the failure, saying he opposed an earlier draft but strongly supported the revised version after changes to DeFi, tokenization, CFTC authority and stablecoin rewards.

The important signal isn't the political headline itself.
It's how crypto prices respond to it.
If a regulatory setback cannot sustain downside pressure, traders should pay attention to the underlying liquidity and demand structure.
Bitcoin recently pushed back above $80K, while Coinbase and other crypto-linked assets also rebounded despite the legislative setback.
That suggests the market may be separating “Congress failed to deliver clarity” from “crypto fundamentals are breaking.”
