🚀 Stellar Activates Protocol 28: A Major Step for Smart Contracts, Scalability & RWA Growth

Stellar has officially activated Protocol 28, marking another important development for the network’s smart-contract infrastructure and long-term scalability.

The upgrade went live on September 17, 2026, following a scheduled validator vote. Around the same time, Stellar recorded a new sustained throughput milestone of more than 211 transactions per second across 100 consecutive blocks.

🔍 What Does Protocol 28 Bring?
Protocol 28 focuses primarily on making Soroban smart contracts easier to manage, upgrade and scale.

1️⃣ CAP-85 — Easier Contract Upgrades
CAP-85 allows multiple Soroban contract instances to reference an externally managed executable. Developers can therefore update a shared implementation and move participating contracts to the new code atomically.

2️⃣ CAP-86 — More Flexible Data Migration
CAP-86 introduces sparse-map functionality designed to make it easier for applications to modify and migrate contract data as their structures evolve.

3️⃣ CAP-83 — Consensus Improvements
CAP-83 introduces changes that can allow validators to progress through parts of consensus without waiting for complete transaction sets, while also providing mechanisms for handling delayed or invalid sets.
