The CLARITY Act faces a procedural cloture vote on a motion to proceed to H.R. 3633 not final passage. Reaching the 60 vote threshold would allow the Senate to formally begin considering the bill.

That distinction matters. The revised 630-page proposal adds language covering certain controlled or non-decentralized trading protocols, while the broader legislation aims to establish clearer federal rules for digital assets and define responsibilities between the SEC and CFTC.

For the crypto industry, clearing this procedural hurdle would be more than a symbolic vote. It could open the door to floor debate, amendments and further negotiations around unresolved issues, while signaling whether lawmakers can build enough bipartisan support for a federal market structure framework.
