🚹 CLARITY Act Has Its 60-Vote Wall — And the Market Is Getting Nervous.
The U.S. Senate is scheduled to vote on CLARITY Act cloture on Sept. 15.
The number everyone is watching?
60 votes.
Republicans hold 53 seats, meaning at least 7 Democrats would need to cross the aisle.
But here's the first catch 👀
Cloture ≠ passage.
It only opens the door to debate.
The market seems to understand that distinction very well.
📉 Prediction-market odds for CLARITY becoming law in 2026 have reportedly collapsed from around 82% in February to just 13–16% in early September.
And the uncertainty comes down to three major battlegrounds:
→ Ethics: concerns surrounding crypto holdings linked to Trump
→ DeFi: Section 604 and potential liability for developers
→ Stablecoins: banks pushing back against yield-related provisions that could challenge traditional deposits and Coinbase's USDC economics
Here's where it gets interesting.
Industry insiders remain much more optimistic than the prediction markets.
Coinbase CEO Brian Armstrong argues lawmakers have already resolved roughly 90% of the disagreements.
But analysts and prediction markets are pricing a very different outcome.
And then there's the macro problem.
CPI just came in with hotter monthly core inflation.
The Fed meets Sept. 16 — one day after the cloture vote.
So if BTC moves sharply this week, separating the CLARITY effect from the Fed effect won't be easy.
BUT HERE'S WHAT MANY PEOPLE MISS 👀
Even if CLARITY fails, crypto regulation doesn't simply disappear.
The SEC and CFTC can continue developing rules under existing authority.
