The CLARITY Act could face delays ahead of the Sept. 15 Senate vote, according to Cody Carbone, CEO of the Digital Chamber of Commerce. Carbone says that if the bill stalls, regulators such as the SEC could move forward through guidance and rulemaking, while some provisions could potentially be attached to other legislation. The bigger question is whether crypto regulation advances through Congress or through agency action.
