Proof of stake gets described sometimes as if every Stake is doing the same job on every block Verifying voting repeating. Dusk's provisioner model doesn't work that way.
A provisioner is anyone who locks DUSK as Stake with a minimum stake requirement set by the network. But not every provisioner participates in every round. For each new block a deterministic sortition process selects one provisioner to propose the block and separate committees to validate and ratify it a different randomly chosen set of participants each time selected with a frequency proportional to their stake.
That's a documented mechanism not just a general PO assumption carried over from other chains. What it means practically is that consensus work gets distributed across rotating committees instead of requiring the entire provisioner set to actively vote on every single block. Holding more stake increases how often you're selected it doesn't require constant simultaneous participation from everyone holding it.
