Canada will hit the U.S. with retaliatory measures starting Sept. 8, targeting steel, dairy, and other sectors, according to Prime Minister Mark Carney.

Carney also revealed last-minute U.S. proposals that would restrict Canada's ability to negotiate separate trade deals and included new demands on autos.
