There’s a gap between the narrative and the actual mechanism in Dusk’s governance right now. Let’s break it down:

**The Narrative: Community-Driven Growth**
1. The broader community decides the direction
2. Emissions that were previously burned are now funding open ecosystem growth
3. Anyone can shape and submit proposals

**The Actual Mechanism Observed:**
1. Gatekeeping First: A 5-member committee sources and refines every proposal before it goes to a vote
2. Funding Control: ~11.8M unmounted rewards + ~6.8M/year can only be redirected after a stake-weighted vote by active provisioners
3. Participation Rules: You need active stake + a stake operation in the prior 3 months to be eligible

So what we have here is “filtered decentralization.”
It’s not fully open, and it’s not fully closed. The committee acts as a filter, and voting power sits with active stakers.

During the CreatorPad exploration phase, this model is being tested to balance openness with execution.
