Democratic Senator Ruben Gallego says Congress can still advance the CLARITY Act despite unresolved ethics negotiations with the White House. Speaking at the SALT conference in Wyoming, Gallego said negotiators have repeatedly submitted revised proposals, as Eleanor Terrett said on X.

President Donald Trump urged Congress to pass a fair version of the bill during a White House crypto event Wednesday.
CLARITY Act Ethics Talks Remain the Main Senate Obstacle
Gallego said ethics language remains central to winning enough Democratic support for the CLARITY Act. He said several proposals reached the White House, but negotiators have not secured an agreement.

Trump previously supported language restricting public officials and their spouses from issuing or sponsoring digital assets. That version placed enforcement with the Justice Department and included a January 2029 sunset.
Democrats criticized those terms, arguing they offered insufficient safeguards. Gallego and Republican Senator Thom Tillis later proposed a broader compromise. Their version would also allow state attorneys general to enforce restrictions on public officials and spouses.
CLARITY Act Needs 60 Votes Before September 15 Procedural Test
The CLARITY Act still needs 60 Senate votes to clear the procedural hurdle. Senate Majority Leader John Thune filed cloture before lawmakers left Washington for the August recess.
The Senate has scheduled the procedural vote for September 15. That leaves negotiators only a few weeks to settle the remaining disputes.
Beyond ethics, lawmakers continue debating stablecoin yield rules and safeguards against illicit finance. Those issues could influence whether enough senators support the CLARITY Act.
Gallego said stronger ethics language could help assemble the required coalition. Trump also renewed his support Wednesday, calling for Congress to advance a fair version of the legislation.
The White House has not publicly accepted the latest Tillis-Gallego ethics proposal. Negotiators therefore enter September with the CLARITY Act still dependent on a bipartisan compromise.
