Dusk doesn't think so.
Through its Succinct Attestation mechanism, the protocol processes blocks in rounds (iterations). If a round hits a delay, the network moves ahead. However, if that earlier, delayed round eventually clears and validates, Dusk gives it priority over the newer one.
Round 2 will always take precedence over Round 5, even if Round 5 completed first.
