A major Finality Provider can disappear without making Babylon look immediately broken. Blocks may continue appearing, transactions may still be visible, and the chain can seem active. The deeper problem is that block production and Bitcoin-backed finality are not the same clock.

What matters is not simply how many providers remain online, but how much BTC-weighted voting power disappears with the missing operator. A small outage may only reduce participation and rewards. A sufficiently large outage can leave new blocks waiting below the finality threshold, creating uncertainty for applications that need stronger confirmation before treating state as settled.

An offline provider should not automatically be described as dishonest. Silence is a liveness failure; conflicting signatures are a different security violation. Persistent downtime can still lead to missed rewards, jailing, removal of voting power, and a slower recovery than merely restarting a server. The provider must restore its node connection, signing components, public-randomness coverage, transaction submission, and protocol status before it contributes again.

The real risk is concentration. Babylon is resilient only when losing its largest provider does not mean losing the network’s ability to finalize.
