What Is Newton Protocol?

Newton Protocol is a decentralized policy layer built to make on-chain compliance verifiable, programmable, and automatic. In practice, this means builders can define rules — called "policies" — that combine on-chain and off-chain data to decide whether a given transaction should be approved or blocked. These policies are written in Rego, a declarative policy language already popular in cloud infrastructure and security tooling.

A decentralized network of operators, secured through Ethereum restaking via EigenLayer, evaluates each policy inside Trusted Execution Environments (TEEs). The result is a cryptographic proof confirming the check was performed correctly — a "receipt" that any observer can verify through the Newton Explorer without needing to trust a single centralized authority.

What Does NEWT Do?

NEWT is the application utility token that powers the network. It's used to pay protocol service fees for authorization and verification tasks, reward the operators who run the decentralized validation network, and enable governance votes that shape the protocol's direction. There are 1 billion NEWT tokens in total, created at genesis with no inflationary mechanism — meaning no new tokens will be minted beyond that fixed supply.

The Bigger Picture

Newton Protocol sits at an interesting intersection: as AI agents increasingly transact on-chain autonomously, the need for enforceable, verifiable guardrails becomes more urgent.
